Data Manager - Ministry of Health, Nuku'alofa, Tonga.

The Ministry of Health (MoH) is Tonga’s primary Public Health Provider. The Ministry of Health (MoH) employs around 996 staff, of which more than 50% are stationed on the main island, Tongatapu. The Ministry work to respond effectively to the health care needs of the Tongan people by providing high quality health services. MoH is compromised of six divisions to deliver its service to the public: Administration, Health Planning and Information, Public Health, Medical, Nursing and Dental.

Assignment Summary: 

The Ministry of Health requires quality statistics to efficiently manage their limited health resources. Two previous volunteers have played key roles in bringing the HIS into operation. This assignment will ensure that it is genuinely embedded. 

The objectives then of the assignment are as follows: 

  • To maximise data available using the new Health Information System (HIS) and the Access database data warehouse. 
  • To ensure the data available for analysis is complete, accurate and timely.

Specifically the volunteer will train staff in the development of Access database reports for ad hoc and routine requests. The volunteer will also audit and cleanse the data on the newly implemented HIS and develop audit tools and protocols. Lastly the volunteer will assist in writing the system procedure manual.

Assignment Outcomes:

  • Trained HIS staff in Access database report writing and management 
  • Produced complete and accurate HIS data in a timely manner 
  • Established standard monthly health information reports to assist senior management

Essential Minimum Qualifications:

  • Bachelor Degree in Business /Public Administration or similar field

Essential Minimum Experience:

  • Three years experience in database management and report writing using Access, Crystal or similar 
  • Three years experience in data quality management

Desirables:

  • Data management experience using iSoft products 
  • Experience in data management within a health environment 
  • Experience with quality management within a health environment

The Ministry of Health Tonga is located at the main hospital in Nuku’alofa, the capital of Tonga.

Quality Assistant - (Part time) - National Coronial Information System, Southbank, Vic.

Pay Rate:  $51,818 (Pro Rata) - 3 Days Per Week

The National Coronial Information System (NCIS) is a world first centralised national database of Australian coronial information (soon to include New Zealand) accessible via the internet.  A key part of the NCIS is the accuracy and consistency of codes applied to various fatalities, to allow relevant deaths to be identified.  An essential part of NCIS Unit functions is therefore to perform quality assurance of data on the NCIS, to ensure complete, comprehensive and relevant information.  In the second half of 2010, coronial data from New Zealand will be uploaded to the NCIS.

A quality assistant is required to conduct quality review process for coronial data from this new jurisdiction, and assist with quality review processes for Australian data.  This is a newly created, ongoing part-time 3 days per week position within the NCIS team.

Duties of the Quality Assistant include:

  • Quality check NCIS data to ensure compliance with NCIS Data Dictionary and NCIS Coding Manual directions.
  • Assist with the updating of Quality Management tools - NCIS data dictionary and coding manual (and NCIS itself) as directed by the Quality Manager.
  • Maintain a record of coding errors.
  • Other various duties as required by the Quality Manager of NCIS Manager.

Essential:

  • Experience working with coding classifications in a quality review role.
  • High level computer skills including the ability to use databases.
  • Ability to work with minimal guidance and meet deadlines.
  • Good interpersonal and communication skills

Health Information Services (HIS), formerly known as Medical Records, is part of the Centre for Clinical Informatics within Information Management and Technology Services NSCCH.

Health Information Services is responsible for providing front and support for patient care by managing the provision of information at the bedside and improving the quality of data to ensure accurate clinical and organisational  decision making.

Operationally managing all aspects of Health Information including clinical records management (paper and electronic) and clinical data this role will provide effective leadership and direction to staff to ensure the service remains focused on front end health service delivery.

Essential Requirements:

  • Demonstrated experience as a Senior Health Information Manager, with capacity to provide operational advice to the Area Manager Health Information Services (HIS). Demonstrated experience in the leadership and development of a team of professional and administrative personnel in the delivery of health information services.
  • Demonstrated experience in change management processes around data quality and records management including key stakeholders consultation.
  • Exceptional customer service orientation and ability to communicate effectively (verbally and in writing) to a wide range of customers.
  • Demonstrated strong analytical skills and an understanding of business analysis and workflow design.
  • Knowledge, understanding and commitment to NSW Health Department policies and procedures relevant to the management of health information and medical record management.
  • Eligible for full membership of the Health Information Management Association of Australia.
  • Tertiary qualifications in Health Information Management.

The Clinical Coder is responsible for the efficient and effective coding of formal and statistical separations using ICD-10-AM (current edition) for Hospital.  This position demands good time management skills to meet DoH deadlines and very strong data abstraction skills to extract the pertinent information from the entire medical record.

The Clinical Coder is required to follow National, State and Area coding rules, as well as, participate in ongoing professional development activities to ensure up to date and consistent coding practices.

The Clinical Coder is required to liaise with other health professionals to ensure a robust clinical coding process and an appreciation of the coding process by other health professionals about how their documentation affects coding and DRG assignment.  The Clinical Coder also undertakes quality improvement activities relating to outliers and other casemix related areas to improve the quality of coded data.
