HIMAA 2010 National Conference - Harbours Edge Event Centre, Darling Harbour, Sydney.

FROM THE CEO

In this edition:
  • HIMAA Board changes.
  • AR-DRG Classification System.
  • Hussein Al Bishi appointed to Saudi Arabian Ministry of Health.
  • WA Private Hospitals Special Interest Group.
  • National Safety and Quality Framework.

HIMAA Board Changes

In recent months Natalie Sims and Stefan Perkovic have had to resign from the Board for personal reasons. Both Natalie and Stefan have rendered long service not only to the Board but previously to their respective state branches. Thank you to Natalie and Stefan for your support of HIMAA. The casual vacancies generated by the resignations have been filled by Catherine Garvey and Travis Ingram.

AR-DRG Classification System
AR-DRG and ICD-10-AM/ACHI/ACS development will be undertaken by the University of Wollongong's Centre for Health Service Development (CHSD) from July 2010.

The CHSD has been contracted by the Department of Health and Ageing (DoHA) to produce the next editions of these classifications - collectively known as the AR-DRG Classification System - between July 2010 and June 2013.

This work is currently undertaken by the National Centre for Classification in Health (NCCH), University of Sydney (for ICD-10-AM/ACHI/ACS) and the Department of Health and Ageing (DoHA) (for the AR-DRG).

The AR-DRG Classification System project will operate under a new centre within CHSD known as the National Casemix and Classification Centre (NCCC)

The Australian Centre for Clinical Terminology and Information (ACCTI) will remain in place with a priority on clinical terminology development - notably, SNOMED CT. Some staff from ACCTI will be working at NCCC from July 2010.

A website for the NCCC will be operational from 1 July 2010 and is available HERE.

The NCCC will be located at the University of Wollongong's Sydney Business School in Liverpool St, Sydney (ACCTI location) and also some team members will be located at the CHSD, University of Wollongong main campus.

Some important milestones in the 2010- 2013 workplan:

  • completed content of ICD-10-AM/ACHI/ACS - 31 Aug 2011
  • completed ECL for 8th ed - 30 Sept 2011
  • completed AR-DRG content 31 Dec 2011
  • compliance testing of vendor grouper software Apr - May 2012
  • final AR-DRG and ICD-10-AM/ACHI/ACS - 30 June 2012
  • education in both systems - Mar - May 2013
  • planned implementation of the 2012 AR-DRG Classification System - July 2013

The NCCC expects to continue the services currently provided to coders through the NCCH and is aiming for a smooth transition in these services. Committee structures will be much the same as they are now and consultations for content development of the next editions of ICD-10-AM/ACHI/ACS and AR-DRG will begin in mid/late 2010.

PICQ is the exception and will continue to be supported by NCCH. Enquiries about PICQ should be directed to the NCCH.

Public submissions for AR-DRG will move from the DoHA website to the new NCCC website. The NCCC aims to streamline the public submission, query and education processes for ICD-10-AM/ACHI/ACS and AR-DRG during this project.

A consultation process to inform the development of the next editions of ICD-10-AM/ACHI/ACS and AR-DRG components will begin synchronously in mid/late 2010. This will be the first time that ICD-10-AM/ACHI/ACS and AR-DRG have been developed in parallel and NCCC expects that there will be some useful synergies in working this way.

Enquiries about the NCCC and this project, should be directed to either of the following:

Hussein Al Bishi Appointed to Saudi Arabian Ministry of Health (MoH)

Hussein Al Bishi is a graduate of the Curtin University HIM program. Those who attended the HIMAA National Symposium in Canberra (2008) and the HIMAA National Conference in Perth (2009) may well remember Hussein. As part of the Saudi Arabian MoH's national e-health initiative, Hussein has been contracted by the MoH to lead the rebuilding of the Health Information Services Departments in 234 hospitals throughout Saudi Arabia. The implementation and educational activities related to the introduction of ICD-10-AM will be part of Hussein's responsibilities for the next 3-5 years.

WA Private Hospitals Special Interest Group (PHSIG)

A PHSIG has been formed in Western Australia and is aiming to hold its first meeting in early August. A PHSIG has operated very successfully for many years in NSW. The next meeting of the HIMAA Board (22 July) is scheduled to review a draft Terms of Reference for PHSIGs, which will provide guidance to not only the PHSIGs in WA and NSW but also PHSIGs that may be formed in the future in other branches. Points of contact for the NSW and WA PHSIGs are as follows:

National Safety and Quality Framework

The following advice has been received from the Australian Commission on Safety and Quality in Health Care:

The report from the consultation process on the proposed National Safety and Quality Framework can be found on the Commission's website at: http://www.safetyandquality.gov.au/internet/safety/publishing.nsf/Content/com-pubs_NSQF

The final draft of the National Safety and Quality Framework will be publicly released after it has been presented to Health Ministers for endorsement in 2010.

Feedback from the consultation process indicated widespread support for the Framework, as well as a need for information about how the elements in the Framework can be put into practice. To support this need, the Commission is developing a series of guides to support people to use the Framework. These guides will be released with the revised Framework.

NEWS IN BRIEF

Be careful of snake oil: health reform
Recent television advertisements claim: "Under the new health reform, the Australian government is delivering the most significant improvement to our health system since the introduction of Medicare." The historical e-health reform evidence demonstrated worldwide would counter this claim… Present models are no longer affordable, and to ensure success Australia must remove itself from non-data driven recommendations for health care. Real change can be made only with the use of effective health information technology tools. The phrase "electronic health records" is oft-quoted but poorly understood. The Australian.

HealthSMART to roll out e-health smartcards
Victoria's Department of Health will shortly commence implementing an e-health smartcard to manage access to key Victorian public health sector (VPHS) applications via a new single sign-on portal, as part of its whole-of-health ICT strategy, HealthSMART… The smartcard management system will be hosted and supported by HealthSMART at its own data centres. The smartcards themselves will be rolled out in a phased process across the VPHS which will see 5000 cards issued in year one, 30,000 in year two and 50,000 in year three for a total of 85,000 cards.

AUS Complete health identifier service still months away
Despite efforts to have the healthcare identifier (HI) service up and running by 1 July, the National eHealth Transition Authority (NeHTA) believes the service could take years to fully implement. A spokesperson for the authority behind the implementation of the identifier service told Computerworld Australia that the system required additional software vendors, live testing and education for healthcare providers before the system was rolled out nationwide. Lifeline for e-health talks
The federal Health Department is "finalising a commitment" to the medical software industry over the troubled Healthcare Identifiers project as crisis talks continue today. Chief executives from more than 60 leading firms flew into Sydney to meet with Health officials in a bid to resolve outstanding technical issues before the HI service commences operation. Medical Software Industry Association president Geoffrey Sayer said the plan was to help the Rudd government meet its July 1 deadline. The Australian.

CSIRO develops software solution for NEHTA to assist in SNOMED CT-AU uptake
CSIRO researchers at the Australian E-Health Research Centre (AEHRC) have developed a software tool, Snapper™, for the National E-Health Transition Authority (NEHTA) designed to assist the healthcare sector adopt SNOMED CT-AU*. SNOMED CT-AU is considered the most comprehensive, multilingual clinical healthcare terminology in the world and the preferred terminology for Australia. “The way patient clinical information is captured and shared by healthcare providers is vital to improving the quality and safety of healthcare delivery and is fundamental to the success of e-health in Australia,” said NEHTA Chief Terminologist Paul Frosdick.

E-health records to be accessed via 'portal'
The Rudd government's much-vaunted "personally-controlled" e-health records system will be delivered via a "portal", but with health bureaucrats still "mapping out the build" the option for outsourcing to platforms like Microsoft's HealthVault or Google Health remains on the table...Health spokeswoman Raelene Thompson said the intention was for patients and doctors to access personal records through a web portal, from any location including a home PC. "The concept is for a voluntary system, and only those people who wish to use an e- health record will have one, and what goes into that record and who is allowed to access it will be within their control," Ms Thompson said.
